Policy Design and Assistance

CRS provides policy design assistance nationally and internationally. We also develop and implement voluntary programs that support the use of renewable energy while setting consumer and environmental protection standards in the marketplace.

Recent projects include:

Green-e Certification Program: CRS sets consumer protection and environmental standards for renewable energy sold across the US and Canada.

Green-e

China Sustainable Energy Program: CRS provides policy assistance to the Chinese Government at the Central and Provincial levels on renewable energy policy design.

California RPS Implementation: CRS is providing ongoing policy assistance to the California Energy Commission on the implementation of the state’s Renewable Portfolio Standard (RPS).

Greenhouse Gas Cap and Trade: CRS convened a Renewable Steering Committee for the Regional Greenhouse Gas Initiative, dedicated to ensuring that renewable generators are given fair treatment in the design of the Northeast regional cap and trade program. A summary report highlights lessons learned from this work. CRS is also involved in the Western State's Global Warming Initiatives in a similar capacity.

State Policy Assistance: CRS provides expert testimony and comments on state proceedings related to implementation of RPS, community aggregation, net-metering, Renewable Energy Certificate (REC) tracking and other issues. Examples of states where CRS has been involved recently include Texas, Minnesota, Pennsylvania, Connecticut, New Jersey, Maryland, California, Oregon, Nevada, New York, Massachusetts, Maine, and Georgia.
