ETNNA ISSUES RECOMMENDED PRACTICES
FOR BEHIND-THE-METER GENERATORS IN
CERTIFICATE TRACKING SYSTEMS

SAN FRANCISCO, CA (June 29, 2006): The Center for Resource Solutions (CRS) announced today that a new consensus document is available for stakeholder comment. This document contains recommendations for the treatment of behind-the-meter generators in electricity certificate tracking systems in North America. The recommendations were developed by a working group of tracking system operators, regulators and other experts that meet regularly under the auspices of the Environmental Tracking Network of North America (ETNNA).

The document, Recommended Practices for the Treatment of Behind-the-Meter Generators in Certificate Tracking Systems is available for download here. CRS will host conference calls on July 11, 2006 and again on July 19, 2006 to provide opportunities for stakeholders to ask questions or provide comments about the document verbally. All written comments are due to CRS by August 1, 2006.

“ETNNA Working Group strived for recommendations that are not prohibitively expensive or unnecessarily burdensome on tracking systems, regulators or behind-the-meter generators. Though no tracking system operator, regulator or other user is obligated to follow these recommendations, we hope that with industry consensus, these recommended practices will become ubiquitous in state policies and operating procedures,” said Meredith Wingate, co-director of Clean Energy Policy Design & Implementation at CRS.

ETNNA is a program of the Center for Resource Solutions that provides a forum for the coordination and cooperation of systems issuing and tracking electricity certificates in North America. In the coming months, CRS will issue best practices on transferring certificates between regional tracking systems.

Any interested party who would like to ask questions or comment on the Recommended Practices for the Treatment of Behind-the-Meter Generators in Certificate Tracking Systems is welcome to participate in one of the following conference calls:

Tuesday, July 11 at 8:30 a.m. Pacific /11:30 a.m. Eastern
Dial-in number: 712-580-8020

or
Wednesday, July 19 at 11:00 a.m. Pacific /2:00 p.m. Eastern

About the Environmental Tracking Network of North America
The Environmental Tracking Network of North America (ETNNA) is a voluntary association of certificate tracking systems, regulators and market participants that are interested in preventing double-counting and promoting harmonization among certificate tracking systems in North America. The primary objective of ETNNA is to create a forum for the coordination and cooperation of systems issuing and tracking electricity certificates in North America. Such coordination will encourage trade, create a common currency for renewables, prevent double counting, and support existing and emerging markets for renewables. ETNNA is a program of the Center for Resource Solutions.
