SAN FRANCISCO, CA (May 26th, 2006):
The Center for Resource Solutions (CRS) announced that a new best practices
document is available for stakeholder comment. This document contains
recommendations to prevent double counting of electricity certificates
and to maximize harmonization and compatibility among certificate tracking
systems. The recommendations were developed by tracking system operators,
regulators and other experts that meet regularly as a Working Group of
the North American Association of Issuing Bodies (NAAIB).

for Preventing Double Counting is available for download here.
CRS will host a conference call on May 30th to provide an opportunity
for stakeholders to ask questions or provide comments verbally. All
written comments are due to CRS by June 19, 2006.

Group strived for recommendations that are not prohibitively expensive
or unnecessarily burdensome on tracking systems, regulators or market
participants. Though no tracking system operator, regulator or other
user is obligated to follow these recommendations, we hope that with
industry consensus, these best practices will become ubiquitous in state
policies and operating procedures.” says Meredith Wingate, Co-Director
of Clean Energy Policy Design & Implementation at CRS.
The NAAIB is a program of the Center for Resource
Solutions that provides a forum for the coordination and cooperation
of systems issuing and tracking electricity certificates in North America.
In the coming months, CRS will issue two other best practices on tracking
behind-the-meter generation and on transferring certificates between
regional tracking systems.
