Clean Energy Tracking Collaborative Convenes First All-Participants Meeting to Advance Next Phase of Market Infrastructure
Helping tracking systems evolve to meet emerging market and accounting needs
SAN FRANCISCO (March 24, 2026)—Center for Resource Solutions (CRS) today announced that its Clean Energy Tracking Collaborative (CETC, “set-see”) will convene its first All-Participants Meeting on March 26, marking the start of the Collaborative’s next phase of work to advance clean energy tracking system infrastructure. Current participants represent a range of tracking-system stakeholders, and organizations interested in engaging in current or future working groups are encouraged to contact CRS.
CETC is a forum for advancing the evolution and expansion of tracking system infrastructure. By bringing together tracking system operators, regulators, policymakers, market participants, and technical experts, CETC participants collaborate to identify high-priority needs for tracking system functionality and data, and to develop practical guidance and recommendations. The Collaborative is focused on helping tracking systems evolve to meet emerging market and accounting needs while strengthening transparency and credibility across clean energy markets.
As clean energy procurement and accounting approaches evolve—including growing interest in hourly time-based matching and emissionality approaches—existing tracking systems, many of which were designed for annual certificate issuance, face increasing pressure to expand functionality and data capabilities. CETC provides a forum to address these challenges through coordinated, technical dialogue.
“Clean energy markets are evolving quickly, and tracking systems play a critical role in ensuring those markets remain credible and scalable,” said Matt Clouse, Head of Market Development at Center for Resource Solutions. “CETC brings together key stakeholders to focus on practical, implementable solutions that can support the next generation of tracking system functionality.”
Following the All-Participants Meeting, CETC will launch its first Technical Working Group focused on hourly data and certificates. The group will examine tracking system hourly functionality, data availability, and implementation considerations associated with enabling hourly certificate tracking.
CETC is a technical, non-advocacy forum. It does not set policy or regulatory requirements; instead, it provides a structured venue for stakeholders to share expertise and develop voluntary guidance that tracking system operators may consider as markets evolve.
The CETC Advisory Committee includes representatives from Carbon Solutions Group, Google, and national laboratories. Tracking system participants include CleanCounts (M-RETS), NAR, NYGATS, PJM-GATS, and WREGIS.
CETC will continue to convene stakeholders throughout 2026, with an additional technical working group anticipated later this year.
