Matt ClouseCenter for Resource Solutions (CRS), a nonprofit that creates policy and market solutions to advance sustainable energy, announced that Matt Clouse, former Senior Advisor for Partnership Programs, Clean Air and Power Division at the U.S. Environmental Protection Agency, has joined the organization as Head of Market Development. Matt will be driving strategies to expand clean energy markets and, through his leadership of the new Clean Energy Tracking Collaborative (CETC), supporting the evolution of energy tracking system functionality to encourage innovative policies and impactful clean energy procurement. In this role, he will also build partnerships with industry, states, and NGOs, and represent CRS in high-level policy and market discussions.

Matt joins CRS after 24 years at the U.S. EPA, where he started the Green Power Partnership and oversaw the GPP and several other climate partnership programs, including the CHP Resource Center and Center for Corporate Climate Leadership, that advance corporate climate leadership, accelerate the adoption of clean energy supply technologies, and increase the nation’s supply of clean energy. These programs offer invaluable resources to help organizations measure and manage their greenhouse gas emissions.

“As CRS continues to develop initiatives that accelerate the transition to a sustainable energy economy, we are excited to welcome Matt to the team,” said CEO Jennifer Martin. “He’s an experienced leader with the knowledge, skills, and vision to lead market-impacting programs like CETC. Matt’s addition to the CRS team will support the organization as we continue to grow and expand the programs we offer to organizations, policymakers, and corporate leaders driving clean energy impact.”

Along with launching CETC in 2025 to support the evolution and expansion of energy tracking systems, CRS administers the four market-leading Green-e® renewable energy and carbon offset certification programs; the annual Renewable Energy Markets™ (REM™) and REM™ Asia conference series and awards; the Clean Energy Accounting Project (CEAP), which develops guidance for clean energy and greenhouse gas (GHG) emissions accounting; a policy and voluntary standards program that provides expert guidance on renewable energy policy and carbon reduction strategies to lawmakers, regulators, and advocates; and mission-aligned advisory services that help guide organizations through clean energy transitions and achieve meaningful decarbonization goals.

“I’m excited to join Jennifer and the highly regarded team at CRS at this critical time,” said Matt. “CRS staff, through activities such as the Green-e program, lead markets with credible guidance and standards critical to the uptake and growth of sustainable energy. Working together with industry and policymakers, we can advance impactful, market-based clean energy solutions.”
