Market Development
CRS focuses on policy and regulatory activities and necessary market infrastructure to facilitate sustainable energy development at home and abroad. Our work touches on tracking systems, voluntary renewable energy markets, state and national policies, and other necessary market structures for the establishment of vibrant and robust markets. Recent work focuses on state renewable portfolio standard (RPS) implementation, tracking system development in North America, interactions between renewable energy and carbon markets, and integration of greenhouse gas regulations with renewable energy policy and markets. A few of our recent international activities include:
Asia
CRS is working to support expansion of renewable energy market infrastructure throughout Asia, with initial efforts focused on advancing renewable energy purchasing options. The aim of this collaborative effort is to drive the creation of voluntary market infrastructures that accelerate in-country renewable energy deployment, encourage national and subnational government policy development and implementation, and drive the creation of meaningful in-country green power options.
China Sustainable Energy Program (CSEP)
For over 20 years, CRS has undertaken efforts to make renewable energy a significant component of China’s national energy system under the China Sustainable Energy Program (CSEP), an effort of the San Francisco–based Energy Foundation. Mexico
CRS was supported by the German sustainable development organization Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to develop for the Mexican Energy Regulatory Commission (CRE) a series of reports and trainings focused on various aspects of clean energy certificate programs. The purpose of this work was to conduct a comparative assessment of international experience with tradable electricity certificates to identify best practices and practices to avoid in the design and implementation of Mexico’s proposed Clean Energy Certificates mechanism. The work resulted in recommendations for regulatory instruments, a registry and issuance system along with a monitoring, reporting, and verification system for the Clean Energy Certificates consistent with Mexico’s relevant laws, guidelines and regulations. CRS also conducted in-person trainings for government officials on tracking system design and integration with energy regulatory policy.
United Nations Sustainable Development Goals
By working to facilitate the growth of the renewable energy markets, CRS is contributing toward progress on several of the UN sustainable Development Goals, including Sustainable Development Goal 7: Affordable and Clean Energy, in both its renewable energy and energy efficiency targets. Our impact expands beyond this Goal, into Goal 11: Sustainable Cities and Communities, Goal 13: Climate Action, and even more through the social justice associated with carbon offsets. We believe it is the responsibility of NGOs like us to push forward these global goals and contribute to the progress of the rest of the world in achieving them.
