Investigates the potential for coordination between existing voluntary and mandatory tracking and verification regimes for tradable renewable certificates (TRCs) in the US. Provide recommendations for the development of a national network to track and verify certificates, with the underlying assumption that the development of a coordinated US network for tracking and verifying TRCs will build consumer confidence, eliminate the potential for double counting of TRCs, and accelerate the market for renewable energy more generally.
