  • This committee can put forth solutions that will make implementation of a regional or federal economy-wide cap more achievable by helping to meet greenhouse gas (GHG) reductions targets in each sector. Complementary policies can also produce low-cost reductions that cap-and-trade alone would miss. Therefore, a robust set of complementary policies in addition to cap-and-trade alone will be the most cost effective approach.
